Watching it several times I'm thinking it's not Latex at least not as she's rising up out of the pool, it has the look of water having been absorbed into the material. However there are some scenes that have the leggings looking like Latex.. (Way too many 'L's in that last sentence.)
I picked up your Hippy picture collection, good work. Again more than one of the vanilla clothing shots looks like you've acquired my Gfs wardrobe! Egads! :) Enjoyed the collection.
Tough to tell for sure, but I'm leaning towards latex. Lycra usually doesn't have quite that much shine to it. If it is latex, then it's an incredibly good fit.

Yeah, there are definitely some shots when it doesn't look like latex, but there are certainly some where it looks exactly like it.
